Problem. The abolition of the voter turnout threshold in elections for representative bodies of power was a reaction to the electorate’s declining trust in the electoral institution. Although turnout in presidential elections and elections for heads of most regions remains consistently high, the decline in trust in the institution of representative bodies of power is evidenced by persistently low voter turnout, which signals a crisis in the representative system. <bold>Aim.</bold> To analyse the compliance of the principle of periodic elections with contemporary challenges and to substantiate measures aimed at reducing absenteeism. <bold>Methods.</bold> In preparing the paper, the authors used formal-legal, comparative-legal methods, and the method of document analysis. The study examined the norms of the Constitution of the Russian Federation, federal laws, foreign legislation (USA, Great Britain, Germany, and France), reports of the Venice Commission, as well as data on voter turnout and statistics from recent electoral campaigns. <bold>Results.</bold> As measures to increase the legitimacy of elections, it is proposed to restore the “against all” option on election ballots, reinstate the minimum 20 % voter turnout requirement for elections to representative bodies to be considered valid, and reduce the electoral threshold to 3 %. <bold>Conclusions.</bold> Based on an analysis of international standards and Russian practice, it is concluded that shifting election dates is unacceptable, and the shift in election dates that occurred in the past was an exceptional one-time act.</p></abstract><trans-abstract xml:lang="ru"><p><bold>Проблема.</bold> Предстоящий избирательный цикл 2026 года, а также кризисные явления в системе представительной власти и устойчивое падение электоральной активности обусловливают обращение к проблеме легитимности выборов. Отмена порога явки на выборах представительных органов власти явилась реакцией на снижение доверия электората к институту выборов. И хотя явка на президентских выборах и на выборах глав большинства регионов остается стабильно высокой, снижение доверия к институту выборов представительных органов власти засвидетельствовано устойчиво низкой явкой избирателей, что сигнализирует о кризисе представительной системы. <bold>Цель.</bold> Проанализировать соответствие принципа периодичности выборов современным вызовам и обосновать меры, направленные на снижение абсентеизма. <bold>Методы.</bold> При подготовке статьи использованы формально-юридический, сравнительно-правовой методы и метод анализа документов. Исследованы нормы Конституции РФ, федеральных законов, зарубежное законодательство (США, Великобритании, Германии, Франции), доклады Венецианской комиссии, а также данные об избирательной явке и статистика последних избирательных кампаний. <bold>Результаты.</bold> В качестве мер повышения легитимности выборов предлагаются возвращение в избирательные бюллетени строки «против всех», возвращение нормы о минимальной 20-процентной явке на выборах представительных органов власти для признания выборов состоявшимися, снижение до 3 % заградительного барьера. <bold>Выводы.</bold> На основе анализа международных стандартов и российской практики сделан вывод о недопустимости смещения сроков выборов, а имевшее место в прошлом смещение даты выборов было исключительно разовым актом.</p></trans-abstract><kwd-group xml:lang="en"><kwd>elections</kwd><kwd>periodicity of elections of public authorities</kwd><kwd>representative bodies of government</kwd><kwd>electoral activity</kwd><kwd>against all</kwd><kwd>minimum voter turnout threshold</kwd></kwd-group><kwd-group xml:lang="ru"><kwd>выборы, периодичность выборов органов публичной власти, представительные органы власти, электоральная активность, против всех, минимальный порог явки на выборы</kwd></kwd-group><funding-group/></article-meta></front><body></body><back><ref-list><ref id="B1"><label>1.</label><citation-alternatives><mixed-citation xml:lang="en">Lapaeva V.V.
